Answer: B) Its different, and decreasing L makes phi less negative.

Right, the inductance affects the phase in the opposite way, the angle is proportional to the value of L, and is negative. This is the opposite of the capacitor, in which the capacitance is inversely proportional and positive to the angle.
Now I've set up an LRC circuit, and now we can see how these elements react to one another.
Try to make the capacitor and inductor cancel each other's phase shift out. What happens to the current at this point?

A) The current is a maximum.
B) The current is increasing.
C) The current is decreasing.
