I have a friend who is also from China (but not a USTC alumnus). He wants
to go back to China very soon, but he doesn't want to have trouble to apply
for the F-1 visa in China since he currently only has a tuition waiver. So
he wants to obtain an Advanced Approval for Re-entry from INS before he
leaves, which will guarantee his coming back to the U.S. Does anybody know
how to do so and what kind of requirements he has to meet to obtain this
Approval?
Any information concerning this question is greatly appreciated! Thanks a
