Taiwan's Will to Remain Sovereign:
A Declaration to the People's Republic of China
Taiwan Collegian
On January 13, Jiang Tze-min, the General Secretary of the Communist
Party in the People's Republic of China (PRC), addressed its Politburo.
In his speech, Jiang re-stated that the phrase "one China" symbolizes the
PRC. Under PRC's one-China policy, he denies Taiwan's de facto existence
in the international community.
It is undeniable that Taiwan has been a sovereign state in the world
for the last half a century. As a de facto political entity, Taiwan has
twenty-one million people, the 41st largest population in the world.
Economically, Taiwan has the world's second largest foreign reserve. Its
Gross National Product is US$244 billion, the nineteenth largest in the
world. Taiwan owns its own national defense infrastructure, its own
diplomatic mechanism, and a unique political system based on Taiwan's
Constitution. Most importantly, Taiwan has never been under the control
of the People's Republic of China. It is outright hegemony for the PRC to
ignore the will of the 21 million Taiwanese, and to attempt to annex
Taiwan based on fictitious claims.
Taiwan is not a province of the PRC, and Taiwan's government is not a
regional subordinate of the PRC's. As a de facto independent political
entity, Taiwan has every right to join international government
organizations. Regrettably, the PRC, with its intent to annex Taiwan, has
been exercising every possible means to block Taiwan's entry into the
world community. In 1994, for example, Taiwan's President could not meet
with other Southeast Asian leaders, could not attend the Asian Games in
Japan, could not even leave the airplane on a transit flight through Hawaii,
all thanks to the PRC's paranoid desire to crush Taiwan's existence in
the international arena. This year, China applied a tremendous amount of
pressure to the US State Department in order to prevent Taiwan's President
from visiting his alma mater, Cornell University. And for several years,
China has opposed Taiwan's bids to join the United Nations, the General
Agreement on Tariff and Trade, and the World Trade Organization.
In Jiang's speech, he maintains that "Chinese never kill Chinese" and that
both Taiwan's and China's leadership should negotiate the unification issue.
Nevertheless, that hundreds of Chinese students were massacred in Tiananmen
Square should prove that Chinese do kill Chinese. As a matter of fact,
the three thousand years of Chinese history are a bloodstained record of
numerous civil wars, massacres, and military conquest. If the current
Chinese leadership remains as feudalistic and barbaric as ever, "unification"
will only be an eternal nightmare to all Taiwanese. Therefore, we insist
that if Taiwan and China do negotiate on any issues, they should do so
as equals, based on international laws.
The Chinese leadership has claimed that the Taiwan Independence Movement
and foreign intervention on the "Taiwan issue" are two main factors that
threaten the region's stability. The fact that China has been increasing its
military expenditures continuously, conducting many nuclear tests, and
expanding its military presence in the South China Sea is the true
danger to Southeast Asia's stability. How could China re-deploy its M-series
missiles in its Fujian province to stir up tension between Taiwan and
China, and at the same time still claim it has made every effort to maintain
the region's stability? This really strains credulity.
We hereby declare that Taiwan's sovereignty can never be challenged.
Taiwan's future is not an internal problem of China; Taiwan's future will be
determined by the people of Taiwan. Unlike Hongkong, Taiwan is not a
colony seeking independence from its colonial master. Our belief in national
dignity will inspire us to protect our homeland from Chinese aggression; Our
conviction towards human rights will reinforce our determination to pursue
Taiwan's future by ourselves; Our desire to preserve our hard-earned
economic miracle will stiffen our resolve to seek our presence in the
international community. We do not seek war. But if the Chinese leadership
still believes in hegemony and launches a military invasion of Taiwan, we
will not be afraid to defend our homeland. The war will be a holy war, the
holy war "to defend our lives, our liberty, and our sacred honor."
April 7 marks the sixth anniversary of the death of Mr. Cheng Nan-zon, a
Taiwanese Independence martyr. We at the Taiwan Collegian remember his
death with the deepest sorrow, and warn the Chinese leadership not to
underestimate Taiwanese determination to protect our homeland. If China
commences military aggression against Taiwan, we, being spiritually
galvanized, will go back to Taiwan immediately and join the sacred rally
to protect our motherland.
